Online applications are invited, through https://www.mhc.tn.gov.in for direct
recruitment to the post of District Judge (Entry Level) (under 25% Quota) in the
Puducherry Judicial Service in the prescribed format as per the provisions under the
Puducherry Judicial Service (Cadre and Recruitment) Rules, 2008, as amended
[hereinafter referred to as “the Rules’’].

As there is only one post identified for Direct Recruitment under 25% Quota in the
Cadre of District Judge (Entry Level), the rule of reservation for any category
including Persons with Disabilities will not apply.

For Practising Advocates/ Pleader/ Assistant Public Prosecutors : 35 years – 45 years

ESSENTIAL QUALIFICATIONS (as on date of Notification)

(i) Must be a Citizen of India
(ii) Must possess a Degree in Law of a University in
India established or incorporated by or under a Central
Act or a State Act or an Institution recognized by the
University Grants Commission, or any other equivalent
qualification and got enrolled as an Advocate under a
State Bar Council established under the Advocates Act,
1961,
And,
(iii) (a) Must be practising as an Advocate or Pleader
in the High Courts or Supreme Court or Courts
Subordinate thereto and must have practiced for a
period of not less than Seven years on the date of the
High Court’s Notification for recruitment to the post.
Or
(b) Must be an Assistant Public Prosecutor having not
less than Seven years of experience as an Advocate
and/or Assistant Public Prosecutor on the date of
notification.
Or
(c) Must have practised for a period of not less than
Seven years on the date of notification and continue to
be a practising Advocate / working Assistant Public
Prosecutor till the date of selection and appointment.

Note:
(i) The educational qualification prescribed for the post should have been obtained
by acquiring the required and recognised qualification in the order of study, viz.,
10th / SSLC + 12th / HSC or its equivalent + Bachelor’s Degree.
(ii) Applicants applying under the category of “Practicing Advocates”, who have
graduated in Law from the academic year 2009-2010 and thereafter, must have
also passed the All India Bar Examination, conducted by the Bar Council of
India.
(iii) The applicants applying under the category of “Practicing Advocates” must be
practicing as Advocate and must have so practised for a period of not less than
seven years in Courts of Civil and/ or Criminal Jurisdiction on the date of
notification and continue to be practicing Advocate till the date of selection and
appointment.

ii. CHARACTER AND CONDUCT:
(a) The character of a candidate must be such as to make him suitable in all
respects for appointment to the Service. The applicant must produce a
certificate of character and good conduct given after the date of notification
from three responsible persons not related to him, in the format prescribed in
Annexure-A. Out of the three persons certifying, one must be a Senior
Advocate or Counsel or a Advocate who has a standing of not less than 10
years at the Bar and the other two must be responsible persons, not being
relatives of the applicants but who are well acquainted with the applicants in
their private life.
Note:
The person certifying need not be a Gazetted Officer or Government Servant or
Judicial Officer.

PRACTICE / EXPERIENCE CERTIFICATE /NO OBJECTION
CERTIFICATE/ SERVICE CERTIFICATE TO BE PRODUCED IN
ORIGINAL WHEN CALLED FOR –
(a) Besides submitting the Degree Certificate, Law Degree certificate issued by
the University concerned, Birth Certificate or any other authentic certificate
to show the Date of Birth and Enrollment Certificate issued by the Bar
Council, the candidate shall also submit a certificate from the Presiding
Officer of the Court in which he/she is actually practicing, indicating the
length of his / her practice. In the case of Advocates practicing in the High
Court, must obtain such certificate from the Registrar (Judicial), in the
format prescribed in Annexure-B.

Examination fee is Rs.2,000/-.

Total Fee exemption for All Women candidates and candidates belonging to Scheduled
Castes (SC), Scheduled Tribes (ST) and Persons with Disabilities

SCHEME OF EXAMINATIONS
The selection will be made through three successive stages viz.,
(i) Preliminary Examination [Objective Type Question Paper in Optical Mark
Recognition Paper (OMR Paper)]
(ii) Main Examination; and
(iii) Viva-voce Test.

SCHEME OF THE PRELIMINARY EXAMINATION
The Preliminary Examination will consist of two papers containing 150 multiple
choice objective type questions each based on the syllabus given below. They will be
conducted in the Forenoon and Afternoon sessions on the same day. The papers will
be set in English only, each question shall carry one mark and 0.25 mark will be
deducted for each incorrect answer. The duration of the Preliminary Examination will
be three hours. The Preliminary Examination is conducted for the purpose of short
listing the candidates and the marks obtained in the Preliminary Examination shall not
be counted for determining the final order of merit of the candidates.

MAIN EXAMINATION (DESCRIPTIVE TYPE)

The Main Written Examination shall be held on two consecutive days in the
Forenoon and Afternoon sessions. There shall be four descriptive type question
papers. Each paper shall be of three hours duration and shall carry 75 Marks each.
On the first day, the examination shall be for Law Paper – I & Translation and
Essay Writing Paper and on the 2nd day, the Examination shall be for Law Paper II
& Judgment Writing, as mentioned below:

The syllabi for Law Paper-I and Law Paper -II are the same as that of the
Preliminary Examination.
For the Translation and Essay paper, Passages for translation from English to
Tamil or Telugu or Malayalam or Passages from Tamil or Telugu or Malayalam to
English will be provided. The candidates can answer the Translation Paper in
English and the Language known to him/her, but shall not answer partly in one
language and partly in other language.
The questions for Judgment writing paper would test the candidate’s skills in
Framing of issues, framing of charges, writing Judgments/Orders in Civil and
Criminal cases.

VIVA-VOCE TEST
Viva-voce test shall be for Hundred (100) Marks and candidates shall obtain
minimum Forty (40) Marks for a pass in the Viva-voce test
