Scope of work including Terms and conditions for the deployment
of FBD Fellows under Focus Block Development Programme

The State Planning Commission has proposed to deploy one fellow in
each district under Focus Block Development Programme (FBDP) Scheme
except in 16 Districts with Aspirational blocks are located and in these
districts ABP Fellows have already been deployed under Aspirational
Block who will continue to act also as Focus block development
programme. The fellows proposed to be deployed in the other 21 districts
in addition to the Aspiration block fellows will assist the district & the
block administration in implementation of FBDP. The fellows will also
help in the planning, implementation, and monitoring of activities under
FBDP.

The districts will have to hire the fellows based on the terms and
conditions attached herewith by State Planning Commission.
The proposal of deploying fellows in FBDP is approved for eleven
months starting from March 2024, State Planning Commission will
provide Rs.55,000/- monthly per FBD Fellow and SPC will provide the
required fund directly to the districts.

Terms of conditions for Deployment of FBD Fellows:
These FBD Fellows will work closely with Block level officials and
under the overall guidance of District Collector to develop strategies for
accelerated implementation of FBDP thematic areas, facilitate effective
monitoring and planning, and conduct field visits to ensure that the
interventions are responsive to people’s needs and demands. To support
and enhance the effectiveness of the FBD Fellows, a dedicated Project
Management Unit (PMU) will be set up at State Planning Commission.
The Fellow will assist PMU with respect to the focus block/ blocks in the
district for monitoring the progress of the projects, support coordination,
assist in report preparation, update and maintain dashboard and data
sharing. Additionally, the FBD Fellows will also report to the District
Collectors of their respective districts, with regular reviews conducted to
assess their performance and contributions towards the development
objectives of the FBDP.

Objectives:
The primary objectives of deploying FBD Fellows are as follows:

  1. Assist District and Block Level Officials in designing and
    implementing strategies for accelerated development across
    FBDP thematic areas.
  2. Facilitate data-driven planning to ensure optimal resource
    allocation and utilization.
  3. Strengthen monitoring and evaluation mechanisms to track
    progress effectively.
  4. Foster greater community engagement and participation in
    developmental initiatives.
  5. Empower local stakeholders with knowledge, skills, and capacity
    building.

Selection and Training:
The selection process for FBD Fellows will be undertaken by Districts
following a rigorous and transparent process. Preference can be given to
the candidates on wait list under CM fellowship (Special Programme
Implementation Department). It is an emphasis on selecting candidates
ideally from the same District as the FBDP to ensure a deeper
understanding of local nuances and challenges. The selection criteria will
prioritize individuals with a passion for community development,
innovative problem-solving skills, and a strong commitment to driving
positive change. The State Planning Commission in collaboration with
Knowledge Partner, will design and implement an extensive training
program subsequently encompassing vital areas such as project
management, data analysis, community engagement, and the ability to
navigate and thrive in diverse cultural contexts.
This comprehensive training will prepare the FBD fellows before they
are commissioned to work closely with District/ Block-level officials.

Qualifications:

Any bachelor degree in professional courses such as engineering,
medicine, law, agriculture, veterinary science, or post-graduation in
Arts & Science preferably Public Administration, Development Studies, Economics or Social Sciences or a candidate on wait list under the CM fellowship programme.

    Skills Preferable:

    1. Should possess data analysis and presentation skills
    2. Should be conversant with use of social media
    3. Should possess Project Management Skills
    4. Experience of working/internship with a Development Organisation
    5. Outstanding interpersonal and communication skills, coupled with
      the ability to collaborate effectively with diverse stakeholders.
    6. Exceptional organizational abilities with a knack for multitasking,
      prioritizing tasks, and meeting deadlines in a dynamic environment.
    7. Proficiency in MS Office suite (Word, Excel, PowerPoint) and a quick
      grasp of new software applications.
    8. Knowing the local language of the respective FBDP is a requirement
      for all FBD Fellows.
      Note: Preference will be given to candidates who have completed their
      higher education in the development/rural stream.

    Tenure of Focus Block Fellows and Terms of Employment:

    1. This position is offered on a temporary basis and on contract
    2. The selected candidate will receive a consolidated pay in accordance
      with the terms of the contract.
    3. The duration of the contract is initially for eleven months with the
      possibility of further extension based on performance and project
      needs.
    4. The Consolidated Monthly salary for a FBD Fellow is Rs 55,000 as a
      token of appreciation for their dedicated service and valuable
      contributions to the FBDP. This compensation package also includes
      provisions for travel allowances to a maximum of Rs.5000/- per
      month and other necessary support to ensure that the FBD fellow
      can effectively immerse themselves in their assigned Blocks and
      focus on fostering change and progress in Blocks.
    5. Performance Review and Termination clause: Candidates will
      undergo a performance review before the end of the contract period
      eleven (11) months and further extension will be happen based on

      their performance. The District Administration reserves the right to
      terminate the contract, at any time without prior notice or cause or
      in case of failure to meet performance standards or violation of the
      terms of employment.

    Role of FBD Fellows:
    The FBD Fellow will be positioned as a critical link between the Block
    Level Officials, District Administration and SPC.
    Their primary responsibilities will include:

    1. Collaborating with District and Block Level Officials to design and
      execute development strategies aligned with FBDP thematic areas.
    2. Conducting regular field visits to assess project implementation,
      address challenges, and collect ground-level insights.
    3. Analysing data and providing evidence-based recommendations to
      BLOs, District level Officials to optimize developmental initiatives.
    4. Organizing workshops, awareness campaigns, and skill-building
      programs to empower the local community.
    5. Keeping District and SPC abreast with the issues, challenges and
      need for support.
    6. Collecting data from departments on the KDIs and ensure that the
      concerned department regularly updating the FBDP portal and
      dashboard.
      Benefits and Impact:
      The deployment of FBD Fellow is expected to yield multiple benefits:
      1) Strengthening governance and administrative capabilities to assist
      the Focus Block.
      2) Enhancing the efficiency and effectiveness of developmental
      projects under FBDP.
      3) Enabling knowledge transfer and cross-learning between the FBD
      fellow, officials, and local communities.
      4) Contributing to data-driven policy formulation and evidence-based
      decision-making.

    5) Building a talent pipeline of future leaders committed to social
    impact and community development.
    Challenges and Mitigation: While deploying FBD Fellow presents
    numerous opportunities, potential challenges will have to be addressing
    the district administration by providing a place to work at the District
    Planning Cell. The FBD Fellow will be provided with a laptop under FBDP.
    The District Administration shall support and facilitate the FBD Fellow,
    ensuring seamless coordination between FBD fellows and District/ Block
    Level Officials and providing ongoing support and mentorship to the FBD
    fellow throughout their tenure
